A vital piece of legislation, H.R. 1503, known as the Stop Forced Organ Harvesting Act of 2025, which passed the House with overwhelming 406-1 support, remains stuck in the Senate Committee on Foreign Relations, chaired by Idaho Sen. Jim Risch, for seven months, ignoring a horrific billion-dollar industry targeting religious and cultural minorities, including Christians, as the Daily Caller reports.
Rep. Christopher Smith of New Jersey, the bill's sponsor, has been sounding the alarm since 1998, holding nine hearings on the CCP's forced organ harvesting practices. His first hearing featured chilling testimony from Chinese security officials who admitted to the gruesome trade.
The CCP's crackdown on Falun Gong in 1999 marked the beginning of a state-sponsored organ harvesting enterprise. This spiritual group, rooted in Buddhist and Taoist traditions, was once widely practiced in China before becoming the primary target for their healthy lifestyles—ironic that abstaining from tobacco and alcohol made them ideal “donors.”
Detainees are meticulously monitored for health, primed for harvesting up to six vital organs. Reports from Doctors Against Forced Organ Harvesting (DAFOH) in 2024 confirm coerced medical exams and blood testing on prisoners of conscience.
China’s transplant numbers experienced a 250% spike between 2000 and 2004, followed by irregular reporting, unlike the steady growth seen globally, per DAFOH findings. Researcher Ethan Gutmann estimates 25,000 to 50,000 victims annually, potentially totaling 175,000 under conservative counts.
As Falun Gong numbers dwindle after decades of harvesting, the CCP has shifted focus to Uyghur Muslims, Kazakhs, Central Asians, and now Christians. Smith notes Christians are valued for their “pure lives,” making them prime candidates in this macabre market.
Religious persecution in China goes beyond organs—clergy are licensed, scriptures edited, online worship censored, minors barred from faith, and foreign contact restricted, all aiming for what Smith calls eradication. “The end goal is eradication,” he told the Daily Caller.
Smith suggests the CCP’s quest for “practical immortality,” where prisoners are killed to match organs for party elites. A hot-mic exchange in September between Vladimir Putin and Xi Jinping, as reported by The Epoch Times.
The horror extends globally through “transplant tourism,” where wealthy Americans pay hefty sums to skip waitlists, directly funding China’s organ trade, according to Smith. H.R. 1503 aims to slam the brakes on this, targeting the underground market with severe penalties.
Under the bill, those prosecuted in the U.S. face up to 20 years in prison and $1 million fines, while foreign participants risk asset freezes, sanctions, and travel bans. The legislation ties organ harvesting to the Victims of Trafficking and Violence Protection Act of 2000, treating brokers and tourists like traffickers.
Smith remains hopeful about deterrence, stating, “Maybe it deters it, and after a few prosecutions, it begins to make a real serious impact,” in an interview with the Daily Caller. He’s betting that hitting wallets and freedoms will dry up this tainted supply chain.
A previous iteration of this bill in 2023 passed the House 413-2, only to die in the same Senate committee. History repeats as H.R. 1503 languishes, with Gutmann’s estimates suggesting 15,000 to 31,211 lives lost since the 2025 bill was referred. That’s a body count piling up while bureaucrats shuffle papers.
A spokesperson for the Senate Foreign Relations Committee told the Daily Caller that Sen. Risch is committed to countering organ harvesting, but noted the bill hasn’t been raised with the committee.
Commitment sounds nice, but action matters more when lives are literally on the line. It’s time to stop stalling and start saving.
